Get guitar hero.
I had to start off like this too, i used things in the house… Pots, tins, buy some drum sticks if you need to, or just use the things you have in your house.
Use your surroundings. Almost everything in your household could be used like a instrument. Be creative!
different parts of your body sound different when slapped, a heel on the floor sounds different to a toe on the floor, cup your hand and slap your leg, you can make a popping sound. Put a song on the radio or your MP3 or CD player, find your natural rhythm, be your own drum machine
Use whatever is handy, table top, banister, pots, anything that you get some sort of sound, Might drive them crazy and but you a set.
Figure out how to make a few bucks
Well the most important thing in drumming are the fundamentals, which include rudiments, so why don’t you start with that? All you need is a pair of sticks, a good sticking book, preferably a practice pad, and better yet some training videos or DVDs. Msg me if you’d like some recommendations.
You can get a very simple practice pad which is great, but also consider that Roland and Simmons make very fancy practice pads which tutor and train you at the same time, help and measure your timing, and some even have songs and other sampled sounds built right in.
With your book and instructional video you could start learning some drum notation, and practice paradiddles, double paradiddles, rolls, different time signatures, quarter notes, eighth notes, sixteenths, triplets, etc. Improve your sticking from the get go! Check out Travis Barker.
Without a kit however, it will be tough to develop and achieve independence and coordination for all the different parts of your body doing different things - each hand, arm, foot, leg.
Do you think your parents might be open to a beginner Roland vDrum kit? They sound spectacular, feel like real drums, excellent for learning and practice, and the best thing about them is they make very little sound and you can also use headphones. Show this to your parents!!!
Check out the Roland TD-4, or TD-6, or save up moola and get the AMAZING TD-9. Also, Yamaha makes some great eKits as well as Simmons, Alexis, other brands, etc, but Roland is the leader.

Whatever you do, good luck and get started!!! I felt the groove with pots, pans, wooden spoons, and plastic ice cream cartons when I was around 9-10, did my first show when I was 11, then later in high school took music and joined the band! I still love learning and playing drums to this very day!
In my experience, the best way to start is: buy a pair of sticks and a basic rudiment/snare drum book, and a metrenome. then go hunting for an old pillow or blanket. Then just start off with the excersises in the book along with the metronome to keep a steady speed. This is great practise and is actually better than practising on a drum or practice pad because you get no ‘bounce’ from the stick after hitting whatever your using. So without the bounce, your wrists are being made to work harder, so when you eventually go onto using a drum or whatever, you will find it alot easier because you will have that bounce. Some drummers including me still do this because it is better than practising on a kit.
Buy drum sticks ( 5A, ask the stores drummer how to use them), put your computer chair by a couch then practice drum roles. The different heights of the couch will make different sounds. Next check these videos out:
