How do I get my bass drum pedal to be less stiff?

My bass drum pedal is stiff compared to others I have played. I was wondering how to get mine not stiff yet to not touch the head when my foot is in rest position. Others that I have played just respond with almost a tap as mine actually needs a more powerful leg thrust.
